Where the road actually starts
Torquay is the official beginning of the Great Ocean Road, a hundred and five kilometres southwest of Tullamarine past Geelong. Bells Beach is round the headland โ the surf break that gave the town its industry, and where the world tour still stops every Easter. The surf shops here are the size of supermarkets. West of town the road picks up the coast and does not let go for two hundred kilometres.
That last sentence is really the whole transport analysis, but it is worth spelling out why.
Why this page recommends a hire car first
Almost everywhere else on this site, the honest answer is a bus or a train and the car is an expensive indulgence. Here it is the other way round. The Great Ocean Road is a driving route by construction: Anglesea, Aireys Inlet and its lighthouse, Lorne, the rainforest at Kennett River, Apollo Bay, then the long inland stretch through the Otways before the coast returns at the Twelve Apostles. Those are spread across hundreds of kilometres with no through public transport worth the name.
Arriving without a vehicle means seeing Torquay and very little else. Collection is straightforward โ rental counters in the terminal precinct, cars in the multi-storey, with rates opening near AUD 45 a day โ and the drive down is the Princes Freeway over the West Gate Bridge, an hour and forty with no navigation required.
If you would rather not drive
There is no direct coach from the airport. The workable public route is two legs: Gull Airport Service to Geelong, then a regional bus down to Torquay. Gull picks up at ground level in front of Terminal 3, past the pedestrian crossing, signed in blue and white โ not at the SkyBus stands.
All in, expect about two and a half hours and AUD 45 to 60. It works, it is far cheaper than a car for one person, and it leaves you in Torquay without transport, which on this coast is the actual problem rather than an inconvenience. If you plan to stay put in one town and surf, that is fine. If you came for the road, it is not.
The private car numbers
A pre-arranged transfer runs AUD 220 to 300 and a metered taxi AUD 230 to 290, with rideshare drivers often declining a trip this far out of the city altogether. Both are a lot of money for one journey.
They make sense in one situation: a group staying at a single address for a week, with no intention of exploring beyond walking distance. In almost every other case, the same money spent on three or four days of car hire buys the thing people actually came for.
Timing the drive
The West Gate Bridge is the choke point and it backs up badly on weekday mornings and Friday afternoons. Landing at four on a Friday in summer and driving straight out means sitting in the traffic of an entire city heading to the same coast.
The road beyond Torquay is also slower than its length suggests โ narrow, winding, with a great many places you will want to stop. Lorne is forty-five minutes from Torquay on paper and rather longer in practice. Anyone planning to reach the Twelve Apostles the same day they land should reconsider; it is a four-hour drive from the airport without a single photograph taken.
Fuel, phone signal and the practical bits
Fill up in Torquay or Geelong rather than assuming a station further along. Between Apollo Bay and Port Campbell the settlements are small and some close early. Mobile coverage is patchy through the Otways, so download the route before leaving rather than relying on a live map in the rainforest.
One more thing worth knowing at the rental desk: the Great Ocean Road's edges are unforgiving and the single most common insurance claim on this route is a scraped wheel or a windscreen chip from gravel at a lookout pull-in. Check what the excess actually is before you sign, because the cheapest rate at the counter is rarely the cheapest outcome.
The decision, plainly
Hire a car at the terminal. If you truly will not drive, take Gull to Geelong and a local bus onward, stay in Torquay, and accept that the Great Ocean Road will remain mostly unseen. Book a private transfer only if you are a group heading to one address and staying there.
