Tivat Airport ground transport

Tivat's runway runs along the shore of the Bay of Kotor, and the approach over the fjord is the reason most passengers remember the airport. It is small, seasonal and close to everything: Kotor is twenty minutes, Budva half an hour, Herceg Novi forty minutes by the ferry shortcut. Getting out is cheap if you know the options. The Blue Line bus runs between Kotor and Tivat roughly every hour from six in the morning to ten at night, costs €2 paid directly to the driver, and takes about an hour on the coastal road. Montenegro publishes official taxi tariffs, and for 2026 the figure to Kotor is €15, with Budva at €25 to €35 depending on the operator. That produces an unusual situation: the metered taxi is frequently cheaper than a pre-booked transfer, which start around €50 to Kotor and €60 to Budva. At most airports in this guide the reverse holds. The rule that matters here is about who you talk to. Licensed operators are prohibited from soliciting passengers inside the arrivals hall, so anyone who approaches you before you reach the rank outside is by definition working outside the system. Use the official rank or an app, and in peak summer agree a fixed price before setting off. One further piece of local geography: the Kamenari–Lepetane ferry cuts across the narrows of the bay and saves a long drive around it, which is why Herceg Novi is closer in time than the map suggests.
